What is under the concrete. The houses near the original townsite were built on slabs poured on expansive Blackland clay, and that clay has been swelling and shrinking under them every year since, while the supply and drain lines buried beneath were laid in the same decade and cannot flex with it. A supply joint weeps, or an old cast-iron drain corrodes from the inside until a hub cracks.
Neither failure announces itself. The clues are a utility bill that climbed with no change in the household, a floor that is warm in one patch, a baseboard damp at one end, a cabinet base gone spongy, or a faint sewer smell in a bathroom. A leak under the slab also wets the clay around it, the clay swells, and that pressure can push on the foundation.
The work divides cleanly. The buildings are of a piece. Because the district was planned and built out from 1972 onwards, its offices and apartment buildings share construction type: concrete floor decks, structured parking, core walls carrying the risers, and suspended ceiling grids. Water from an upper floor crosses the deck, finds a penetration or a core wall, and arrives in the ceiling of whatever is leased below.
That changes the order of work rather than the principles. Extraction comes first, then containment so the rest of the floor or the building keeps operating, then enough equipment to carry the load: LGR dehumidifiers at an estimated $75–$150 per unit per day and air movers at $25–$50. Two practical notes for an occupied building. Slab homes sit only a few inches above their yards and there is no basement in the way, so a street that fills becomes a floor that is wet.
River and street water is Category 3 water, so soaked porous materials are removed rather than dried and what stays is cleaned and treated. Flood is also excluded from a standard Texas homeowners policy: coverage comes through the National Flood Insurance Program or a private insurer, and an NFIP policy generally takes 30 days to begin. Irving does.
