The numbers grade contamination in the IICRC S500 standard. Category 1 is clean water from a supply line, Category 2 is gray water such as washing machine discharge, and Category 3 is grossly contaminated, including sewage and floodwater out of a creek or a street. Clean water slides toward Category 2 or 3 as it sits and warms, which changes both the method and the price.

Yes. Surface water from a cloudburst, a creek or the Trinity floodway counts as Category 3 because it arrives carrying soil, sewage and whatever the street held, so porous materials it soaked usually come out instead of being dried.
